Neighbouring area cooperation is an integral part of Finland's foreign policy. The Unit for Regional Cooperation in the Ministry for Foreign Affairs is responsible for the coordination of matters related to neighbouring area cooperation.
The projects carried out by the Finnish Game and Fisheries Research Institute in Aquaculture and Fisheries are part of this activity. The cooperation focuses on North-West Russia, especially the Republics of Karelia and Komi, the Leningrad and Murmansk oblasts, and St. Petersburg.
